The lazy consensus screams about national security breaches, intellectual property theft, and export control failures. It paints a picture of helpless Western algorithms being hijacked to plan foreign invasions and command automated drones.

It is a completely theatrical panic. And it misses the entire reality of how modern software actually works.

I have spent decades watching corporations and governments lose their minds over code leakage. I have seen executives blow millions on perimeter defenses while their core infrastructure rotted from the inside out. The panic over foreign militaries using US artificial intelligence ignores a foundational truth: commercial base models are commodities, not secret sauce.

The Myth of Proprietary Supremacy

Let us clear up the core misconception right away. When people talk about US artificial intelligence, they usually mean large language models or foundational neural networks developed by domestic tech giants. While Washington worries about foreign actors running prompts through commercial models, the actual vulnerability is happening in reverse.

The danger is not that foreign militaries will use US artificial intelligence to fight better. The danger is that US military procurement is becoming dangerously dependent on commercial tech monopolies that prioritize profit margins, venture capital valuations, and rapid commercial deployment over resilience and security.

We are outsourcing critical defense infrastructure to software companies whose primary business model relies on advertising, subscription fees, and data collection. When the Department of Defense integrates commercial solutions into its command-and-control layers, it imports every underlying flaw, supply chain dependency, and architectural blind spot of the civilian tech sector.

If an adversary wants to compromise US defense capabilities, they do not need to steal an algorithm. They simply need to watch the software supply chain. Commercial models depend on vast datasets scraped from the open internet, third-party data annotation centers located in low-wage jurisdictions, and open-source libraries maintained by fragmented global developer communities.

The attack surface is not a secure API endpoint. The attack surface is the entire digital ecosystem that feeds these systems before they ever reach a deployment stage.

Dismantling the Export Control Delusion

Let us address the persistent policy question: Can strict export controls and API monitoring actually stop the military application of advanced software?

The answer is a blunt no.

Export controls work when an item requires rare, physically restricted components that cannot be easily replicated. Uranium enrichment requires centrifuges. Advanced lithography requires extreme ultraviolet light sources manufactured by a single company in the Netherlands.

Neural networks require data, electricity, and compute. Data is everywhere. Electricity can be generated locally. When defense leadership believes our algorithms are inherently safer or more advanced simply because they originated within domestic borders, complacency sets in. Obsessing over stolen weights or unauthorized API calls is a distraction from the structural transformation required in modern defense acquisition.

Stop treating software like physical ordnance. Stop believing that drawing a regulatory circle around a neural network will keep it contained. And stop acting surprised when global technology behaves like global technology.

The code is already out there. The math belongs to everyone. The sooner the defense establishment wakes up to that reality, the sooner we can focus on what actually matters: out-thinking the adversary, not trying to lock them out of the internet.
