The Indian Air Force needs hundreds of these powerplants, and completed airframes are piling up with empty engine bays. The Bottleneck Holding Back the Tejas Fleet

Building an airframe is one thing. Finding a powerplant for it is entirely different.

Right now, HAL has roughly two dozen finished Tejas Mk1A airframes sitting in hangars, completely built except for the missing GE engines. When you have 24 completed planes waiting for 10 available engines, the math dictates your operational readiness.

The initial contract signed in February 2021 required GE Aerospace to supply 99 F404-IN20 engines under a Rs 5,375-crore agreement. Deliveries were supposed to kick off in March 2024, enabling HAL to hand over the first production-standard jets to the Indian Air Force right on schedule. Instead, supply chain snags and manufacturing hurdles pushed those timelines back by more than two years.

To put things in perspective, HAL is facing a shrinking fighter squadron strength. The Indian Air Force operates roughly 29 squadrons against a sanctioned requirement of 42.5. Every month of delay compounds a strategic vulnerability, especially with two-front operational challenges looming.

Why GE Stumbled on the F404 Supply Chain

It's easy to point fingers at American manufacturing delays, but the supply chain story runs deeper.

GE Aerospace actually shut down the production line for the specialized F404-IN20 variant years ago after completing an earlier batch of 65 engines. When India placed the massive 2021 order for 99 new units, GE had to reactivate a dormant supply line and rebuild supplier networks from scratch. That kind of industrial restart doesn't happen overnight.

Supply chain pressures hit global aerospace hard following the pandemic, and raw material shortages for hot-section components—like single-crystal turbine blades—created cascading bottlenecks.

HAL hasn't just sat back and absorbed the delays, either. Management took a hard financial stance, invoking contractual liquidated-damages provisions to penalize GE over missed delivery milestones. That friction shows just how high the stakes are for both firms.

The Numbers Behind the Push for 2026 and Beyond

Despite the friction, momentum is picking up on paper.

GE officials indicated earlier this year that production would ramp up significantly, targeting roughly 20 to 22 delivered engines by the end of December. With 10 engines now delivered following the August shipments, GE must ship another dozen before the year wraps up to meet that lower-end projection.

Looking further ahead, the scale of the commitment expands dramatically. India signed a follow-on agreement last year for another 113 F404 engines to power an expanded fleet of 97 additional Tejas Mk1A jets. That brings the total planned Mk1A fleet to 180 aircraft.

Meeting those numbers requires GE to scale annual production rates much higher than anything seen in the past. GE has stated commitments to push output to 24 engines annually, and eventually 30. If those targets stay on track, the backlog sitting in HAL hangars will finally start to clear out.

What Needs to Happen Next on the Ground

If you are tracking India's aerospace sector, stop watching the monthly engine delivery announcements and watch the actual aircraft handovers instead.

Ten engines in hand represent a step forward, but zero operational Mk1A jets delivered under the 2021 contract remains the metric that counts. Alongside engine availability, integration hurdles involving active electronically scanned array radars and electronic-warfare suites must be fully resolved to get these jets into squadron service.

Keep an eye on fourth-quarter delivery logs. If GE crosses the 20-engine threshold by December, the Tejas program will finally transition from perpetual promise to active combat power.
