At its core, the agreement grants Riyadh something Washington has spent decades denying to almost every ally and adversary in the Middle East. That is a route toward processing nuclear fuel on its own territory. To bypass standard statutory hurdles, the White House utilized a presidential national security waiver. This maneuver avoids requiring Saudi Arabia to adopt the International Atomic Energy Agency's Additional Protocol, the global benchmark for unannounced site inspections.
The commercial and strategic architecture of the arrangement relies on a simple premise. If the United States does not build Riyadh’s atomic infrastructure, China or Russia will.
